1. 'It is sure' - 'It is certain' or 'I'm sure' is mostly used.

- It is sure to be cold outside tomorrow.

 

A: How likely is it that you'll get into Harvard?

B: It is certain.

 

A: Are you sure you want to go to this restaurant?

B: I'm sure.

 

2. 'It sure is' - 'Surely' is more often used

- Definitely! Absolutely! Damn straight it is! It certainly is!

- Surely it will rain tomorrow.

 

A: "This cake is great!"

B: "It sure is (great)!"

 

A: Isn't it nice today?

B: It sure is!
